Il saggio ricostruisce la storia e il quadro normativo di una delle forme più originali assunte dall’ordinamento della specialità regionale in Italia, ossia il conferimento della rappresentanza del Governo centrale e dell’esercizio delle funzioni prefettizie ad un organo elettivo dell’ente autonomo, il Presidente della Regione Valle d’Aosta/Vallée d’Aoste. Questo modello è descritto accuratamente nei suoi fondamenti normativi e in tutti i suoi risvolti organizzativi. Sono inoltre messi in evidenza alcuni contrasti insorti in passato e le problematiche tuttora aperte al riguardo, con una valutazione finale circa la sostenibilità del modello e le sue possibili evoluzioni future.

The essay addresses the historical and legal frameworks of one of the most unique items of the Italian regional asimmetry: the role of the President of the Valle d’Aosta/Vallée d’Aoste as representative of the national government, along with his/her exercise of functions as prefect (although it is an elective body). Considering that the legal foundations of this model detail as well its organizational aspects, the essay highlights several past disputes and clashes, along with some issues still arising from this sui generis experience. Conclusion provides an assessment on the functioning of this arrangement of delegated powers and an overview on its future development.
