Questo contributo analizza gli strumenti giuridici utilizzati dal Governo e dalle Regioni per combattere la pandemia da Covid-19. In modo particolare, dopo un’analisi sulla Costituzione, lo studio si concentra su talune ordinanze regionali, cercando di capire se abbiano ecceduto la sfera di competenza loro attribuita dalla Costituzione e/o dalla legge.

This paper aims to analise the legal measures undertaken by the Italian Government and the local authorities during the Covid-19 pandemic. The increasing relations and interferences between sources of law of different levels shed new light in the administrative functions exercised by the Italian Regions. The study focuses on a part of Regional ordinances and on their alleged contrast with the exclusive and shared competences attributed to them by the Italian Constitution and according to the settled case-law of the Italian Constitutional Court.
