L’articolo esamina come la riforma costituzionale non approvata a seguito dell’esito referendario del 4 dicembre 2016 anche attraverso il superamento del bicameralismo paritario non potesse costituire un mezzo idoneo ad garantire la c.d. governabilità. 

The article examines how the constitutional reform is not approved as a result of the referendum of December 4, 2016 through the overcoming of equal bicameralism could not constitute an appropriate means of ensuring the governability.
