Il contributo prende in considerazione la problematica dell’eguaglianza dei cittadini, intesa come condizione concreta di cui questo godono all’interno dello Stato regionale e in relazione alla specificità delle relazioni tra Stato e Regioni e tra le Regioni tra di loro.In questa prospettiva sono esaminate sia le tendenze all’unificazione proprie degli ordinamenti federali, sia quelle che spingono alla differenziazione tra le Constituent units, e che determinano la competizione territoriale.Infine, sono considerati gli strumenti propri del federalismo che tendono a limitare la differenziazione, senza danneggiare gli apporti positivi di questa.In conclusione emerge un sistema molto articolato in cui il rapporto tra eguaglianza e regionalismo è considerato in modo dinamico e attivo al fine di realizzare un ordinamento giuridico complesso basato sull’omogeneità.

The essay takes into consideration the problem of equality of citizens, understood as a concrete condition that they enjoy within the regional state and in relation to the specificity of relations between the state and the regions and between the regions among themselves.In this perspective, both the tendencies towards unification typical of federal orders and those that push the differentiation between the Constituent units, and that determine territorial competition, are examined.Finally, the instruments of federalism which tend to limit differentiation, without damaging the positive contributions of this, are considered.In conclusion, a very complex system emerges in which the relationship between equality and regionalism is considered in a dynamic and active way in order to create a complex legal order based on homogeneity.
