La necessità di esaminare la crisi migratoria secondo un approccio organico mette in evidenza le criticità derivanti dal recepimento del Regolamento Dublino III, da considerarsi allo stato attuale del tutto inidoneo per far fronte in modo efficace all’emergenza umanitaria che sta investendo l’Europa. È evidente che un approccio efficace alla gestione dell’emergenza migratoria dovrebbe tener conto anche dell’effettiva capacità di resistenza degli Stati interessati; d’altro canto, sarebbe semplicistico – oltre che illusorio – affrontare la questione con accenti xenofobi, frutto di rinnovati nazionalismi che si radicano in una società che deve ambire, al contrario, al rafforzamento delle misure per valorizzare la diversità culturale. 

The need to address the migration crisis through a comprehensive approach highlights the critical issues arising from the transposition of the Dublin III Regulation, which is considered at the present time completely unsuitable for dealing effectively with the humanitarian emergency that is affecting Europe. It is clear that an effective approach to the management of the migratory emergency should also consider the effective resilience of the States concerned; on the other hand, it would be simplistic – as well as illusory – to address the issue with xenophobic accents, the fruit of renewed nationalisms rooted in a society which must aim, on the contrary, to strengthen measures to enhance cultural diversity.
