Il principio della leale collaborazione presiede alle relazioni istituzionali tra Stato, Regioni e Autonomie locali. In sede di Conferenza Stato-Regioni/Province Autonome sono state sottoscritte le Intese che hanno costituito la base su cui operare la riforma dell’assistenza territoriale, che costituisce cardine del Servizio Sanitario Nazionale.

Alle Intese si è accompagnato l’utilizzo di strumenti negoziali, quali i Contratti istituzionali di sviluppo, attraverso cui sono stati definiti gli impegni concernenti gli adempimenti fissati normativamente per lo Stato e le Regioni/Province Autonome.

Il tutto, però, non è avvenuto senza qualche discrasia intervenuta sia a livello di sottoscrizione di Intese, che di stipula dei Contratti istituzionali di sviluppo, anche se è da ritenere che tali “intoppi” non dovrebbero interferire negativamente sul prosieguo attuativo della riforma.

The principle of loyal collaboration presides over institutional relations between the State, Regions and Local Autonomies and the Permanent Conference for relations between the State, the Regions and the Autonomous Provinces of Trento and Bolzano has assumed a particularly important role.

Precisely at the State-Regions/Autonomous Provinces Conference, the Agreements were signed that formed the basis on which to operate the reform of territorial assistance, which is the cornerstone of the National Health Service.

The Agreements were accompanied by the use of negotiating instruments, such as Institutional Development Contracts, through which the commitments concerning the obligations established by law for the State and the Regions / Autonomous Provinces were defined.

All this, however, did not happen without some discrepancy that occurred both at the level of signing agreements and at the stipulation of institutional development contracts, even if it is to be considered that these “hitches” should not negatively interfere with the continuation of the implementation of the reform.
