Nel saggio l’A. analizza una celebre teoria sulla forma di governo – elaborata dal Prof. Antonio Ruggeri in un volume pubblicato nel 1981 – alla luce delle trasformazioni subite dalla forma di governo in Italia. In particolare, si verifica se la teoria della natura “bipolare” del Governo (che vedrebbe contrapposte le figure istituzionali del Presidente del Consiglio da un lato e dei ministri dall’altra) ha trovato conferma nella prassi, soprattutto dopo l’abbandono del sistema elettorale proporzionale avvenuto in Italia nella metà degli anni ’90 e la conseguente trasformazione del sistema politico. Alla luce delle esperienze osservate, il lavoro si conclude con la considerazione che la struttura del Governo non può essere colta compiutamente solo nella prospettiva giuridico-formale, ma utilizzando un metodo complesso che tenga conto anche delle mutazioni funzionali determinate dalle varie formule politiche a base degli accordi di maggioranza registrati nel tempo.

In the essay, the Author analyses a renowned theory about the form of government– which has been developed by Prof. Antonio Ruggeri in a book he published in 1981 – and relates it to the changes the Italian form of government has been subjected to. Particularly, the A. verifies if the theory of the “polarized” nature of Government (which is based on the contraposition of the institutional figures of Premier, on one side, and of Ministers, on the other side) can be confirmed in the normal practice (especially in relation to the changes the Italian political system went through because of the leaving of the proportional electoral system which occurred in the half of the 1990s). After having examined these experiences, the essay concludes with the consideration that the Government’s structure cannot be completely understood by only referring to a juridical and formal perspective. On the contrary, the A. believes that it is necessary to use a more complex method which needs to be based on the functional changes which have been determined by the various political formulas which inspired the political agreements that occurred during the years.
